Applications are invited for the following Temporary Plan Posts on plain paper in the prescribed format given below on or before 10TH March, 2005.

Master’s degree in Sindhi language of a recognized university with Hindi and English as compulsory / elective subjects at degree level or with Hindi as a medium of examination at degree level and English as a subject at degree level or vice versa OR Master’s degree in Hindi with Sindhi and English as a compulsory / elective subjects at degree level or with Sindhi as a medium of examination at degree level and English as a subject at Degree level or vice versa OR Master’s degree in English with Hindi and Sindhi as a compulsory / elective subjects at degree level or with Hindi as a medium of examination at degree level and Sindhi as a subject at degree level or vice versa OR Master’s degree in Linguistics with Sindhi, Hindi and English as compulsory / elective subjects at degree level or with one of the three languages (Sindhi, Hindi & English) is medium of examination at degree level and other two languages as compulsory / elective subject at degree level.
b. P. G. degree / diploma in journalism or mass communication from a recognized university / institution.

 

 i. 05 years experience in editing or journalism in any of the Government department / Autonomous body / Press or recognized institution.
ii. Administrative experience of five years in the scale of 6500-200-10500. Note: Knowledge of Sindhi language in both scripts is essential. Desirable: Doctor’s degree in literature preferably in Sindhi language or linguistics.

Educational qualifications (for direct recruits) Essential:

 

i. Bachelor’s degree of a recognized university in commerce / science / arts
ii. 3 years experience in maintaining accounts, preparation of budget, balance sheet, etc. and administration in Government / Autonomous institutions.
iii. Incumbent must have knowledge of accounts and administrative procedures and rules and regulations governing Government departments / Autonomous institutions. Desirable:

 

  1. Working knowledge of Sindhi in Arabic script.

2. Diploma / Certificate in Computer application.

7. Method of recruitment : By transfer or deputation failing which by direct recruitment.
8. In case of recruitment on transfer on deputation, grades from which deputation to be made: Officers holding analogous posts under the Central / State Governments or Autonomous bodies or with five years experience in the scale of pay of Rs. 1640-2900 (P.R.) and possessing the essential qualifications prescribed for direct recruits. (Period of deputation shall not ordinarily exceed 3 years).

Educational qualifications (for direct recruits). Essential:

 

 i.

Master’s degree in Sindhi language of a recognized university with Hindi and English as compulsory / elective subjects at degree level or with Hindi as a medium of examination at degree level and English as a subject at degree level or vice versa OR Master’s degree in Hindi with Sindhi and English as compulsory / elective subjects at Degree level or with Sindhi as a medium of examination at degree level and English as a subject at degree level or vice versa OR Master’s degree in English with Hindi and Sindhi as a compulsory elective subjects as degree level with Hindi as a medium of examination at degree level and Sindhi as a subject at degree level or vice versa OR Master’s degree in linguistics with Sindhi, Hindi and English as compulsory / elective subjects at degree level or with one of the three languages (Sindhi, Hindi & English) is medium of examination at degree level and other two languages as compulsory / elective subjects at degree level.

 ii.

Degree / Diploma in Translation from the recognized university / institution

iii.

Two years experience in translation in Government / Autonomous body or in a reputed organizations.

 

Note: Knowledge of Sindhi language in both scripts is essential. Desirable:

 

 i. Knowledge of Gujarati language or one of the Indian modern language except   the languages mentioned in essential qualifications.

 

ii. Knowledge of official language rules and noting – drafting in the languages mentioned in essential qualifications.

Deputation: Officers holding analogous posts in Central / State Government or Autonomous bodies and possessing the qualifications prescribed for direct recruits OR Persons working in the scale of 4500-125-7000 with two years service and possessing the qualifications prescribed for direct recruits OR Persons working in the scale of 4000-100-6000 with four years service and possessing the qualifications prescribed for direct recruits.

4. Age limit (for direct recruits) : between 18 – 30 years
5. Educational qualifications (for direct recruits) :

 

Essential:

 

 i. Senior Secondary (10+2)
 ii. 100 w.p.m. in English Shorthand
 iii. 40 w.p.m. in English Typing.

 

Desirable:

 

 i. Working knowledge of Sindhi / Hindi / Gujarati.
 ii. Maintaining of confidential records and experience in Public relations.
iii. 3 years experience in Government Autonomous organizations.

7. Method of recruitment : By promotion failing which by direct recruitment.
8. In case of recruitment by promotion, grades from which promotion to be made: Lower Division Clerks with 100 / 40 w. p. m. speed in Stenography.
   

 

INSTRUCTIONS FOR SENDING THE APPLICATIONS:
1. The National Council for Promotion of Sindhi Language (NCPSL) is an Autonomous body under Ministry of H.R.D., Department of Secondary and Higher Education, Languages Division, Govt. of India.
2. These posts (i.e. Assistant Editor, Junior Administrative cum Accounts Officer, Translator & Junior Stenographer) are to be filled with Central / State Government Employees, Government Autonomous bodies, on Transfer / Deputation basis. In case suitable candidates are not available on Transfer / Deputation, the posts will be filled up by Promotion or Contract basis.
3. Separate application should be sent for each post in duplicate

 

a.

The service conditions of Government servants selected on deputation basis will be governed by the conditions laid down in the department of personnel and training’s O. M. No. 2/29/91 – Estt. (pay.II) dated 05.01.1994 as amended from time to time. Persons already in Government service may apply through proper channel only. The Administrative authorities may forward only the applications of those candidates who can be spared immediately on selection. However advance copy of the application may be sent to NCPSL.

b.

The application should be supported with the Two photocopies, certifying the correctness of the particulars given by the candidate by the authorized officer (s).
4. The attested Xerox copies of the facts / information mentioned in the application must be enclosed.
5. Two self addressed covers alongwith two self addressed slips should be sent.
6. The name of the post applied for should be indicated on the top of the envelope in Block Letters.
7. Mere submission of application and fulfilling the eligibility conditions will not confer any right to the candidates to be called for test / interview or for appointment. Application will be screened on the basis of the Essential and Desirable qualifications experience etc. and the candidates will be called for interview accordingly.
8. The selected candidates may be posted at Head – Quarter at Vadodara (Gujarat) or any other regional offices, if any, in the part of India.
9. Reservation of posts and age relaxations to SC / ST / OBC and Government servants for the eligible categories will be made as per Central Government rules.
10. NCPSL is an Autonomous body of Government of India and Employees are not entitled to allotment of Houses from Central Government Employees pool.
11. The application will be rejected if the same is not submitted in accordance with the requirements / instructions given as above.
