Particulars of its Organization, Objectives, Function, Duties and Schemes of NCPSL

The constitution of India has enjoined upon the government of India to ensure the development of all languages included in the eighth schedule of the Indian Constitution.

While the Government carry the responsibility of providing support to Sindhi, as well as Urdu and Sanskrit on the ground that these language have no State of their own to support them . From 1967, when Sindhi was included in the eighth schedule of the constitution, the government of India set up an advisory committee of eminent Sindhi  writers, educationist and civil society leaders to advise the government on Programmes for the promotion of the Sindhi Language.

Subsequently, the National Council for the promotion of Sindhi Language (NCPSL) was incorporated in the year 1994 under the Society Registration Act, 1860 with the following principal objectives. 

1. To promote, develop and propagate Sindhi language. 

2. To take action for making available in Sindhi language the knowledge of scientific and technological development as well as knowledge of ideas evolved in the modern context.

3. to advise the Government of India on issues connected with Sindhi language and having bearing on education as may referred to it. 

4. to undertake any other activity for the promotion of Sindhi language as may be deemed fit by the Council. 

(b)  The functions of the Council shall be

1. undertake production of literature in Sindhi language including books on Science and other literature, textbooks, reference works, encyclopedia, dictionaries, etc.

2. collect and evolve technical terms relating to various disciplines to knowledge to enrich Sindhi language. 

3. to undertake and provide for publication of journals and periodicals in furtherance of its objects. 

4. to arrange for the sale of publications and their exhibitions in the country and outside the country on appropriate occasions. 

5.promote Sindhi typewriting and shorthand. 

6. help in development of computerization with a view to developing Sindhi language to meet with the advanced technological requirements of the age. 

7. to formulate/implement schemes and projects for learning of Sindhi language through the media of English and Hindi and other Modern Indian Languages including teaching through correspondence course.

8. Liaison with State Governments and other agencies in matter relating to promotion and development of Sindhi language. 

9. To provide financial assistance and guidance to Non-Governmental Organizations for propagation of Sindhi language. 

10. to coordinate the activities of State Sindhi Academies. 

11. to subscribe to or become a member of or to cooperate with any other association or institute whose objects are similar. 

12. obtain or accept subscription, donations, grants, gifts, devices, bequests and trusts from any person, Corporation or Institution in furtherance of the objectives of the Society.

13. sell, manage, transfer, exchange, mortgage, demise, dispose of or otherwise deal with any property belonging to the Council, provided, however, that no immovable property of the Council shall be transferred or disposed of in any manner whatsoever without prior approval of the Central Government.

14. borrow and raise money with or without security or on the security of a mortgage, charge or hypothecate or pledge over all or any of the properties belonging to the Council. 

15. to invest and deal with any money of the Council not immediately required for any of its objects in such manner as may be determined from time to time by the Council.

16. draw, make, accept, endorse and discount cheques, notes and/or other negotiable instruments. 

17. make rules and byelaws for the conduct of the affairs of the Council, and to amend, vary or rescind them from time to time with the concurrence of the Central Government. 

18. maintain a fund to which shall be credited. 

(a) all money provided by the Central Government.

(b) all fees and other charges received by the Council;

(c) all money received by the Council by way of grants, gifts, donations, benefactions, bequests or transfers.

(d) all money received by the Council in any other manner or from any other source.

19. deposit all money credited to the fund in such banks or to invest in such manner as the Council may, with the prior approval of the Central Government. 

20. to acquire by gift, purchase, exchange, lease or otherwise whatsoever any land, buildings and property and to deal with the properties belonging to or vested in the Council in such manner as the Council may deem fit for the furtherance of all or any of its objects.

21. to meet the expenses of the Council including expenses incurred in the exercise of its powers and discharge of its functions of its own funds.

22. maintain proper accounts  and other relevant records and prepare an annual statement of accounts including the balance sheet in such form as may be prescribed by the Central Government.

23. to submit annually to the Central Government annual report of its activities and the accounts of the Council certified in the manner that may be prescribed by the Central Government.

24. To constitute sub-committees or committees as it may be deem fit. To undertake such other activities as may be conducive to the aforesaid objects of the society;
